If you followed the included link it explained the mechanics of not only RCV but that of it’s proportional form Proportional Ranked Choice Voting (PRCV). The article linked here is more about the rational for proportional voting and how it interacts with a political principle called Duverger’s law. Developed by political scientist Maurice Duverger (1917–2014) in the mid 20th century it explains why a two party monopoly is the inevitable result of our current plurality winner-takes-all electoral system. There are many forms of proportional representation other than PRCV but the goal of all of them is to insure that the number seats won in any legislative body is proportional to the total votes cast for candidates of that party.
