CCW Resolution

In response to the June 27, 2022 public release of the private information of all Concealed Carry Weapon (CCW) permit holders and denied CCW applicants from the period of 2011 to 2021, registered owners of “assault weapons”, firearm purchasers who completed Dealer Record of Sale (DROS) forms, Firearm Safety Certificate applicants/holders and subjects of Gun Violence Restraining Orders by the California Department of Justice, the Libertarian Party of California believes:

Whereas, on June 27, 2022, the California Department of Justice released to the public for a period of up to 24 hours the private information of all Concealed Carry Weapon (CCW) permit holders and denied CCW applicants from the period of 2011 to 2021, registered owners of “assault weapons”, firearm purchasers who completed Dealer Record of Sale (DROS) forms, Firearm Safety Certificate applicants/holders and subjects of Gun Violence Restraining Orders; and,

Whereas, California Governor Gavin Newsom and California Attorney General Rob Banta have repeatedly expressed disdain for the inherent right of California citizens to keep and bear arms, leading some to believe that this “doxing” of California firearm owners might not have been accidental in light of the recent New York State Rifle & Pistol Association vs, Bruen SCOTUS decision that remanded four firearms decisions back to their respective Courts of Appeal, including a California ban on “high-capacity” magazines; and,

Whereas, the information released included the names, dates of birth, genders, races, driver’s license numbers, addresses, and criminal histories of persons whose information was contained in all of these records; and,

Whereas, the release of this information to the public has led to the availability of said information to criminals via the dark web, who can now use this information to commit identity theft and can find out who has what firearms and where they live, creating a gravely dangerous situation for every person whose information was exposed, including women seeking protection from domestic abusers, victims of sexual assault and others; and,

Whereas, California Attorney General Rob Bonta has promoted holding the firearms industry accountable for endangering the lives of Californians through gun violence via Assembly Bill 1594, which would authorize AG Bonta and private citizens to file civil lawsuits in an attempt to circumvent the federal Protection of Lawful Commerce in Arms Act; 

Now, Therefore, Be It Resolved, the Libertarian Party of California demands that California Attorney General Rob Bonta and the California Department of Justice be held accountable for egregiously endangering the lives of countless Californians by releasing the above-noted personally-identifiable information of citizens attempting to lawfully exercise their inherent right to keep and bear arms as guaranteed by the Second Amendment to the Constitution of the United States of America. We call for the immediate repeal of all legislation and regulations that allow such information to be collected and stored by an agency that has demonstrated they cannot be entrusted to insure the privacy of such information, thus endangering the lives of countless innocent citizens.
